Vapes in Egypt are regulated by standard 8205-1/2023, which regulates nicotine-containing and nicotine-free e-cigarettes, and e-liquid refills with and without nicotine. It specifies requirements for the ingredients, labelling, and packaging of e-cigarettes, regulating single-use and reusable vapes.
In terms of policies towards vapes, no decisions or bills have been devised. However, the adviser to the president of Egypt for health and prevention affairs warned in May 2025 against the belief among young people that e-cigarettes are a safe alternative to traditional cigarettes, and called on the need to enforce deterrent legislation to create a smoke-free environment. Similar statements were echoed by officials from the Ministry of Health and Population, Ministry of Social Solidarity, and the Ministry of Environment over the past year. Nonetheless, almost all of the statements were confined to general warnings and calls, rather than actual policies or bills.
This report provides detailed analysis of the regulatory framework for e-cigarettes in Egypt, covering all policy areas from market access and product restrictions to packaging requirements and taxation.
