Law 201/2016 initially only covered nicotine-containing e-cigarettes. However, after an amendment that entered into force in April 2024, it also regulates nicotine-free e-cigarettes and e-liquids. It defines e-cigarettes as products that can be used for the consumption of nicotine-containing or nicotine-free vapes, through a mouthpiece, or any component of such a product, including a cartridge, a tank and a device without a cartridge or tank. E-cigarettes may be disposable or refillable through a refill bottle or tank or may be refilled with disposable cartridges.
