THR regulations: a global perspective

Earlier this month, ECigIntelligence managing director Tim Phillips joined industry leaders and innovators at the Global Tobacco and Nicotine Forum in London to speak about tobacco harm reduction (THR) regulations.

Looking at whether legislation was advancing or holding back THR, Phillips covered THR prohibitions around the world, looking at future changes and the impact of THR on smoking behaviour and consumption.

He told the assembled delegates at the Rosewood London Hotel how, currently, 34% of the world’s population live under one or more THR ban, before looking in more detail at those who live with bans on e-cigs, heated tobacco or snus.

Phillips went on to talk about the future of THR regulation, with some countries favouring a more lenient approach while others look set to adopt a more stringent regime.

Phillips examined the impact regulations can have on vaping — both in terms of its popularity and the impact it has on market growth. In the case of both Australia and Poland, tough legislative approaches have seen a decline in market growth, with Poland experiencing a particularly steep decline.

Moving on to heated tobacco, Phillips drew comparisons between the more relaxed approach taken in Japan and the tougher regime in Italy, highlighting how the market share of Heets has grown steadily in a more positive environment.
